Johnson and Congress began to challenge each others views. Congress passes the 1st Reconstruction Acts and Johnson vetoes it to no avail. It goes back to Congress and gets passed. Congress passes the 2nd Reconstructions and Johnson vetoes once again, but this time that veto is overridden that same day. The same goes for the 3rd act. Once again vetoed, but overridden that same day. Early in the year The Secretary of State, William H. Seward, purchased Alaska. Who knew this would make Congress give Johnson the cold shoulder.
